Key Responsibilities
Program Leadership: Direct and implement the Command Emergency Management Program, including fire safety surveillance and technical guidance for shipboard fire safety.
Exercise & Drill Management: Serve as the lead for planning and evaluating emergency drills; develop comprehensive drill packages in strict compliance with NAVSEA Technical Publication S0570-AC-CCM-010/8010.
Crisis Coordination: Collaborate with naval installations, 5th Fleet commands, and regional fire stations to integrate response procedures and operational readiness.
Strategic Advisory: Provide technical counsel to leadership on crisis management planning, preparedness strategies, and funding requirements for EM programs.
Readiness Monitoring: Evaluate Emergency Operations Centers (EOCs), facilities, and communication equipment to ensure functional integrity during emergencies.
Training & Improvement: Assist fire safety officers in training ship response teams, identify readiness gaps, and implement continuous improvement initiatives to enhance response capabilities.
Requirements
Expertise: Comprehensive knowledge of EM programs, command-level emergency response planning, and program management.
Technical Standards: Subject matter expertise in industrial ship safety, fire prevention, and NAVSEA industrial ship safety manuals.
Analysis & Reporting: Proven ability to analyze complex emergency functions, conduct trend analysis, and present concise findings to senior military leadership.
Operational Experience: Demonstrated experience supporting EOC or control center activities and coordinating with military/government organizations (e.g., 5th Fleet).
Communication: Strong interpersonal skills to lead, assess, and evaluate diverse teams during high-pressure exercises.
Mission Focus: Deep understanding of command mission requirements and policies within the assigned Area of Responsibility.
